Confirm the authority before choosing a guide
Use the full property address and municipal boundary, not only the mailing city or ZIP code. The City of El Paso, unincorporated County, Horizon City and Socorro routes below lead to different offices and instructions.
City of El Paso properties
For an address inside the City, begin with the main El Paso planning page and the permit and license guide. El Paso Planning & Inspections says a permit is required to alter or repair a building within its jurisdiction. Use the permit guide to describe the complete work and verify which City approvals apply.
Unincorporated El Paso County addresses
The El Paso County guide explains why a county address may still sit inside a municipality and why an unincorporated property does not use a general County building permit. The County permits page gives its Emergency Services District direction and lists floodplain, drainage and on-site sewage permits. An Emergency Services District (ESD) is a local district that the County directs owners to for building-permit questions in applicable unincorporated areas. The separate County inspections page covers its residential construction inspection program.
Compare Horizon City and Socorro routes
Horizon City has its own applications
The Horizon City guide uses Town Building Services. Horizon publishes residential and separate plumbing, electrical and mechanical applications, so the guide focuses on packaging the whole bathroom scope without assuming City of El Paso forms.
Socorro has its own review sequence
The Socorro guide uses City Planning and Zoning. Socorro’s permits and applications page publishes filing roles and an approximate residential first-response period; its planning page states the scaled-plan expectation.
Other nearby places
San Elizario and Anthony have their own municipal offices: start with the City of San Elizario or the Town of Anthony Permits Department. Neither has a dedicated guide here yet. El Paso County identifies Canutillo as an unincorporated community, but confirm the exact parcel boundary before using the County route. Sunland Park and Santa Teresa are in New Mexico and fall outside these Texas guides.
Conditions still vary within each place
El Paso’s dry outdoor climate does not make bathroom exhaust or waterproofing optional because shower steam stays concentrated inside the room. Property age, wall construction, earlier alterations and mapped flood conditions also differ by address. A local guide narrows the authority and planning questions; it cannot diagnose the room.
If your property is in one of the places covered by these guides, choose the matching route and then use Get a Quote when the project description is ready.
Frequently asked questions
How do I know which permit office serves the property?
Check the municipal boundary for the full address, then use the linked local office. A mailing city or ZIP code alone can point to the wrong authority.
Does a service-area page guarantee provider coverage?
No. Final provider area and project fit are confirmed before any introduction.
What if my town does not have a separate guide?
Use that municipality’s official permit office when the address is incorporated; use the County guide only for an unincorporated address.
